In an effort to continue improving our community and in accordance with the HOA governing documents, the Board of Directors plans to conduct an inspection of the entire community in May 2021. We thank you in advance for your continued cooperation in keeping our community vibrant and beautiful. The Board requests that all homeowners within the Whitehall Square Development demonstrate compliance with the following Association architectural guidelines (refer to your copy of the governing documents) by June 30, 2021:
- Fences – If you have a fence, please ensure that your fence is in good repair (not leaning, missing slats, broken, etc.);
- Siding – Please ensure that your siding is clean (not stained, discolored, etc.);
- Window screens – If you have window screens, you are required to ensure that your window screens are in good repair (not cut, broken, etc.);
- Storage in front/rear of home – Owners are prohibited from using their front/rear lawns to store trash (bags/bins/receptacles) and for general storage (lawn furniture permitted; trash cans maintained in rear of home, except on day of pickup);
- Screen Doors – Owners that have screen doors are required to ensure that your screen doors are in good repair (operative/self-closing screen doors);
- Dryer Vents – Owners must have their dryer vents cleaned annually to avoid any potential fire hazards;
- Maintain yards – Owners are required to maintain/mow their front/rear yards at least twice per month and trim trees/bushes twice per year. Lead walks and doorways should be kept free of leaves and debris.
- Gutters and Downspouts – Gutters and downspouts should be cleaned and kept free of leaves and debris.
- Trash and Recycling Handling and Removal – Trash shall be placed in containers manufactured specifically for trash. Containers shall have a lid that is kept in place at all times. Habitual use of paper bags, boxes and/or plastic bags, etc. is not an acceptable substitute for a trashcan. On infrequent occasions when a homeowner has excess trash, every effort shall be made to put all excess trash in plastic bags, tightly tied shut to minimize wind-blown trash throughout the neighborhood. Trash and recycling containers stored outside shall be stored or kept in the back yard only. Trash and/or recycling containers shall not be placed at curbside before 6:00 p.m. on the evening before trash and/or recycling pickup, and shall be retrieved before 11:00 p.m. on the day of collection. Trash Days are Tuesday and Friday, and Recycle Day is Wednesday (except as noted below)
Please Note:
- Trash pick is a private company and maintained by the HOA and does not shift days due to holidays.
- Recycling is maintained by Montgomery County and is subject to schedule shifts due to County holidays. Please sign up to get reminders for schedule shifts (at the link below). In general, if there is a holiday on a Monday the recycle day will slide to Thursday.

HOA PARKING REMINDERS:
The Board of the Directors would like to remind all residents of the parking requirements in your HOA documents. (Please refer to the parking guidelines in your HOA Manual or the HOA website).
- Do not park in the turnabout lanes. This is a safety issue because those areas are used by emergency services, delivery and trash trucks to turn around in the courts.
- Do not park on Stewart Lane in the No Parking Zones. Montgomery County Police will ticket your car.
- If you own a car(s) homeowners are assigned 2 parking spaces per home, parking spaces consist, of the garage (regardless whether such garage has been converted into living spaces or is used for garage purposes), driveway or assigned parking spaces if you do not have a garage. Homeowners/Renters may not use Visitors Parking as one of those 2 assigned parking spaces. (Sec 4.2). Homeowners/Renters are also prohibited from parking on internal HOA streets (Chiswick Court, Hadden Manor, Whitehall Drive and Regent Manor) Please see the no parking on internal HOA streets (Sec 2.f) below. Visitor and HOA street parking is monitored for any violations.

Notices will be sent to any owners found to be in violation of the guidelines. The Board has authorized Vista Management to continue assisting the Board in enforcement of all architectural guidelines. If you desire to alter the exterior of your home (e.g., satellite dish, new windows, a/c, etc.), you are required to obtain prior written approval from the Board of Directors for all exterior changes to your home. Please contact Vista Management for the requisite application for an architectural change form or visit the HOA website at www.WhitehallSquareHOA.com/forms to download a copy. The website will be offering a digital version of the Architectural Change Request form shortly to make this process easier for homeowners. Check the website for updates.
If your home is leased to a renter, as the owner, are required to ensure HOA guidelines and architectural compliance. Please share this notice with your tenant(s) as you, the owner, will be cited and fined, etc. for continued violations.

What Happened:
In the early morning of December 30th 2020 (~ 4:29 AM) a thief was spotted attempting to open car doors up and down Regent Manor Court.
This incident will be reported to the local police and we encourage all residents to ensure their vehicles are locked at all times.
Additionally, please be sure to check your security camera footage to see if you may have picked up any additional evidence of this activity. If so, please contact the Montgomery County Police Department at: 240-773-6800
As previously posted on Nextdoor a few months ago, the HOA filed a complaint with Montgomery county transportation about cars parking on Stewart Lane. As this is the only entry point into Whitehall Square, the narrowing of the road makes it extremely dangerous and will only become more of a problem if we get a heavy snowfall. The county made the decision and the HOA has been notified that due to the restricted access on the street for emergency vehicles, new no parking signs will be installed on one side of the street. Montgomery County will be monitoring the road for illegally parked cars and ticketing or towing. As a reminder Stewart Lane is a County street and any enforcement of parking regulations is done by Montgomery County not by the HOA or Vista Management. Any complaints of cars parking there or any issues with your car being ticketed or towed should go to Montgomery County (311).

Fire Rescue conducted their assessment and recommended to restrict parking on one side of Stewart Lane. MCDOT has started the process to install that restriction. A Traffic Order and Work Order are being created for approval. I will keep you updated as it progresses.

Dogs are not allowed in designated playground areas for children in Whitehall Square. They are banned from the gated tot lot on Regent Manor Court and in the mulched play area on Whitehall Drive. They are safe areas for children to play. Due to several people allowing their dogs to use the tot lot on Regent Manor Court as a pet relief area, the HOA is having the playground re-mulched. Signs will be posted on the playgrounds/tot lots shortly to prevent this from happening in the future. Anyone found allowing their dogs in the tot lots for pet relief will be reported to the County and fined for violations.
The HOA is having community streets paved next week on Tuesday 9/29 and Wednesday 9/30. All homes have received a hand delivered notice of road paving work on their front doors as of yesterday, Monday, 9/23. There are also signs on the mailboxes and website informing all of the paving work.
**There can be no parking on any of the HOA streets, access roads, or visitor parking during the paving work.
**Please move your cars by Monday night or 6 am Tuesday morning, to your garage or driveway. The only road that is not impacted is Stewart Lane.**

Wasp Nest Removed
Vista Management just sent out a pest removal company to remove a large wasp nest in a tree on the side of Stewart close to Regent Manor. It is now gone. Please let us know if you see any other nests on HOA property to be removed. Thanks!
Hi All,
Please bring in your trashcans, as our trash provider will not be able to service our community today and will instead be by tomorrow (Saturday, 7/11) for trash pickup. They are experiencing the issue due to lack of staffing as a result of necessary COVID-19 testing for their workers.
Again, trash will be picked up tomorrow.

Parking violations
The Board of the Directors would like to remind all residents to not park in the turnabout lanes (on Whitehall Drive, Chiswick Court, Regent Manor or Hadden Manor) or at the end of Whitehall Drive. This is both a violation of the parking regulations and is a safety issue because those areas are used by emergency services, delivery and trash trucks to turn around in the courts. The HOA has received numerous complaints from the trash company and vendors who are not able to turn their trucks around due to cars. These areas are also not for permanent parking.
If you own a car, homeowners are assigned 2 parking spaces per home – parking spaces consist, of the garage (regardless whether such garage has been converted into living spaces or is used for garage purposes), driveway or assigned parking spaces if you do not have a garage. Homeowners/Renters may not use Visitors Parking as one of those 2 assigned parking spaces. (Sec 4.2). Visitor parking and internal HOA street parking is not for additional cars. The tow company has been made away of the violations and will tag and tow.
If you have a large truck/trailer of dumpster scheduled to be on the property you must also contact Vista Management company to request permission.
Also, do not park on Stewart Lane at the end of Regent Manor Court in the “no parking zones as it impedes visibility for cars turning off of Regent Manor and cars coming down the hill on Stewart Lane. Police will ticket or tow your car.

IV. Unauthorized or Prohibited Parking
The following vehicles are prohibited from parking on the Common Areas and Community Facilities, Property and Lots in Whitehall Square: abandoned vehicles, airport shuttle vans, boats, buses, campers, camper trucks, commercial vehicles, disabled vehicles, flat beds, junk vehicles, house trailers, inoperable vehicles, trucks, tagalongs, welders, trailer accessories, any type of aircraft, and unlicensed vehicles and other vehicles or prohibited by County ordinance.
All vehicles (including motorcycles) must be parked within a defined and marked space: No parking is permitted in fire lanes, cross parking, yellow curbing areas, in restricted areas, double or stacked parking, on common grass areas, or on or over any portion of a sidewalk.
Homeowners are prohibited from parking on internal townhome streets. (Sec 2f)
f. Street Parking Private Streets
All homeowners, residents and other permanent or long-term occupants of any dwelling are prohibited from parking on private streets (internal townhouse streets). Reasonable allowances and limited exceptions shall be considered to accommodate visitor and guest parking on private streets (as noted per the aforementioned Section 2.c. Visitor Parking) unless otherwise restricted by signage. All restricted parking on privately owned streets shall be enforced by Whitehall Square Homeowners Association, Inc. or it’s agent.
County owned Streets and Rights-of-Way
All homeowners, residents and other permanent or long-term occupants of any dwelling shall abstain from parking on County controlled streets. Resident, occupant or other long-term parking on County controlled streets and thoroughfares shall comply with any County regulations or ordinances. All restricted parking on County controlled streets shall be enforced by the County.
